Explaining road transport emissions - A non-technical guide

Road transport is an important source of both greenhouse gases and air pollutants. Despite improvements in vehicle efficiencies over past decades, today the sector is responsible for almost one fifth of Europe's greenhouse gas emissions. Emissions from vehicles also lead to high concentrations of air pollutants above EU standards in many of Europe's cities. This report provides a summary of the current knowledge on vehicle emissions in Europe. It also explains how emissions are monitored and the common technologies used to limit them.

Evaluating 15 years of transport and environmental policy integration — TERM 2015: Transport indicators tracking progress towards environmental targets in Europe

The report analyses the evolution of the transport sector (freight and passenger) and its pressures on the environment since 2000, including the impacts of the economic recession in 2008. It makes use of the latest available data in order to assess key trends, measures and overall progress in meeting policy targets. It concludes that a fundamental decarbonisation of the transport sector will require not just technological solutions but also policies that stimulate significant behavioural changes, including the correct pricing of transport externalities and planning approaches that stimulate the use of sustainable modes of transport.

Summer 2014 ozone assessment

The European Union (EU) has defined various standards to protect human health against pollution by ozone, including: information threshold, alert threshold, and long-term objective (LTO). During summer 2014, concentrations of ground-level ozone significantly exceeded these standards. However, the number of exceedances was lower than in many previous years, continuing the long-term downward trend observed over the last 25 years. The first standard, information threshold (whereby a 1 hour concentration of 180 μg/m3 triggers an obligation to inform the population on possible risks), was exceeded at approximately 9% of all stations providing data. The alert threshold (which is triggered when a 1 hour concentration exceeds 240 μg/m3 and requires countries to take immediate action) was exceeded only 4 times. The long-term objective (LTO, i.e. the maximum daily 8-hour mean concentration of ozone should not exceed 120 μg/m3) was exceeded in almost all Member States and in 81% of all reporting stations.

Reducing air pollution from electricity-generating large combustion plants in the European Union

An assessment of potential emission reductions of NOX, SO2 and dust - This report presents an assessment of the hypothetical emission reduction potential of NOx, SO2 and dust from more than 1 500 of Europe's large combustion plants that operated in 2009. Emissions of these air pollutants could be significantly lower if all plants were to meet the emission limit values as set out in European Union legislation.

Air Implementation Pilot - Lessons learnt from the implementation of air quality legislation at urban level

Almost three quarters of Europeans live in cities. The air quality in our cities is therefore of significant importance to the health of Europeans. Considerable progress has been made in the past twenty years in improving urban air quality, but issues remain. A number of different air pollutants such as nitrogen dioxide, particulate matter, and ozone remain above regulated levels, posing a threat to human health. This report describes a European pilot project to help identify and address the reasons underlying this 'gap' in implementation of air quality policy in 12 European cities, and thereby draw lessons of wider relevance.
